JOB DESCRIPTION:
Under general direction, has primary administrative responsibility for the Library Services, Media Services, and Online/Distance Education in the District. Initiates, coordinates, and/or supervises major educational initiatives related to the liberal arts and sciences and to vocational programs, such as developmental education, student learning outcomes, and others as identified.

SCOPE:
The Dean, Learning Resources and Educational Technology has primary responsibility for district-wide administration of Learning Resources programs and planning. This includes all services, programs, and collections provided by the Library, Media Services, and Online/Distance Education including the selection and evaluation of faculty, classified staff, and program budget development and monitoring.
EXAMPLES OF DUTIES:
KEY DUTIES AND RESPONSIBILITIES:
Examples of key duties are interpreted as being descriptive and not restrictive in nature.
Provides leadership and direction for all aspects of Library, Online/Distance Education and Media Services policy articulation and interpretation.
Responsible for the development and implementation of Learning Resources programs and delivery of services in conjunction with the Instructional Deans.
Plans the effective utilization of current multisite facilities, under his/her supervision and has primary responsibility for the development of new facilities and off-campus facilities and services.
Serves on the District Online Committee and coordinates and supervises the online program District-wide.
Responsible for recruitment, selection, and evaluation of faculty, management, and classified staff.
Develops and monitors area budgets, and monitors the District budget with regard to departmental book and periodical budgets, and District categorical budget (TTIP).
Maintains appropriate quantitative measurements, statistical reports, and other records to assess accomplishments and future needs.
Serves as liaison between Learning Resources and the campus community for the purposes of assessing and planning program services and needs.
Ensures area compliance with all policies, procedures, labor agreements, state and government regulations to assure that Library, Academic Computing and Media Services remain current and within professional standards.
Represents the District in local, regional, and state-wide meetings and committees.
Serves on standing and ad hoc committees as required.
Performs other duties as assigned by the Vice President of Academic Affairs/Assistant Superintendent.
Responsible for the management and distribution of Instructional Equipment budgets to all instructional clusters and Deans.
Provide leadership and direction for District-wide efforts relating to technology planning and integration.
MINIMUM QUALIFICATIONS:
KNOWLEDGE OF:
All aspects of Learning Resources including collection development, public services, technical services, media materials and services, and information technologies.
The role of library information services and instructional materials collections in a community college setting.
Current library, and media services professional standards and trends.
Applicable state and federal regulations and laws with regard to copyright compliance, access to services, etc.
Interpreting and enforcing faculty and classified collective bargaining contracts.
Program review and evaluation processes.
Instructional Pedagogy.
Learning theory and student characteristics.
Online/distance education environment, issues and best practices.

REQUIRED EDUCATION AND EXPERIENCE:
Candidates/incumbents must meet the minimum qualifications as detailed below, or file for equivalency. Equivalency decisions are made on the basis of a combination of education and experience that would likely provide the required knowledge and abilities. Master's degree in Library Science or Library and Information Science or the equivalent, and the ability to meet the minimum qualifications for a current SRJC discipline; and one year of formal training, internship or leadership experience reasonably related to this assignment.

COMPENSATION AND BENEFITS
Salary Range: $9,612 - $10,597 per month (2014/15 Management Salary Schedule); placement is based on assessment of previous experience as documented in application materials. An additional 2% compensation will be added to the base salary for an earned doctorate degree.

Leave/Holiday time: Management employees earn 1 day of sick leave and 1.8333 days of vacation for each month worked. They are also entitled to holidays recognized by the District (14 holidays/year).

MINIMUM QUALIFICATIONS:
EXPERIENCE: Three years increasingly responsible experience, including at least one year in a lead or supervisory capacity, in a maintenance environment performing duties similarly related to the position.

EDUCATION: An Associate's degree from an accredited institution in business/accounting or related field; OR, one year college-level course work in accounting and business PLUS two additional years of qualifying experience.

Salary & Benefits             
The current salary schedule range for a entering tenure-track faculty member is $55,435-$86,908, plus an earned doctoral bonus of $2,772. Depending on the entry step, the faculty member increase one step each year and has the potential to reach the current maximum step of $96,205, depending on the educational level attained. Starting salary is commensurate with academic preparation and full-time related, paid experience. In addition to salary each full-time employee participates in a “cafeteria style” Health & Welfare Benefits Program.

  • Possesses attention to detail and follows through on tasks effectively and efficiently;

  • Fills in for any subordinate positions, as needed;

  • Leads and participates in system wide committees, task forces and training; and
  • Performs other related duties as assigned.



Required Knowledge, Skills, and Abilities: The employee is expected to perform or possess the following:

Knowledge of:
  • Sacramento Public Library’s policies and procedures;
  • The principles, practices, and procedures of assigned area of responsibility;
  • English usage, spelling, grammar, and punctuation and basic mathematical principles;
  • Reference materials, electronic database resources and use of the Internet as a resource, and methods of bibliographic research;
  • Principles and practices of cataloging, classification, and technical services operations and functions;
  • The principles and procedures of supervision, training, and performance evaluation;
  • Customer service techniques in a wide variety of situations including those necessary to provide service to a diverse customer population;
  • The principles and practices of intellectual freedom and the Library Bill of Rights;
  • Budgeting procedures and techniques;
  • Current office methods, equipment, practices and procedures including PC usage and familiarity with word processing and spreadsheet software;

Skill in:
Keyboarding, word processing, or entering data at a speed and accuracy level necessary for successful job performance;


Education and Experience:
  1. Master’s degree in Library Science from an ALA accredited university; and
  2. Three years experience as a professional librarian, preferably in area of specialization or assignment, including at least two years in supervisory capacity.


Physical and Environmental Conditions:

  • Work occurs in a normal office environment with acceptable lighting, temperature, and air conditions. Normally seated, standing or walking at will. Most positions may require the ability to lift bins and boxes of library materials weighing up to 50 pounds; push or pull book carts weighing up to 200 pounds; stand for long periods of time; stoop, bend and reach. Positions typically require frequent verbal communication, talking, hearing, sitting, reaching, keyboarding and repetitive motion of hands/wrists, and handling. Specific vision abilities for this job include close vision and the ability to adjust focus.
  • Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, libraries, meeting and training rooms, e.g., use of safe work place practices with office equipment, avoidance of trips and falls and observance of fire and building safety regulations. Position may require some travel throughout the library service area. May require working irregular hours, including evening and weekend shifts and working at various locations during the course of the workday or workweek. Interaction with library staff, library customers, other libraries, agencies and organizations, or vendors will be necessary to provide and receive information, present programs, or resolve situations or problems. There may be some exposure to angry or hostile individuals.


A valid Class C California Drivers License may be required for some positions at the time of appointment.
