DESCRIPTION:
The City is seeking a Library Services Clerk.  

The Ideal Candidate will possess:
  • A working knowledge of library principles and practices
  • Proficiency in the use of personal computers and related software
  • Ability to effectively communicate with patrons of all ages
  • A working knowledge of general office procedures
  • Excellent reading, writing and speaking skills
  • Adaptability to changes in work environment and duties
  • Participates in the Reading Community, and shows a familiarity with a wide range of literature
DUTIES SUMMARY- Under close supervision, provides quality customer service at the library, maintains library materials in respective areas, provides timely and accurate information to the public, and performs other duties as required within the scope of the classification.

DISTINGUISHING CHARACTERISTICS
- The Library Services Clerk is a clerical support position that serves as point of contact for the public in answering questions about the library and furnishing quality customer service.
EXAMPLES OF ESSENTIAL DUTIES
Provides quality customer service to the public in assigned area of responsibility such as circulation desk or children’s section. Answers telephone and provides correct information to callers. Checks books in and out; issues new library cards to patrons; answers questions and assists patrons with problems. Assists patrons in using library computers, software and equipment. Requests interlibrary loan materials through OCLC database; sends materials to other libraries per their requests; processes and records sent and received materials. Places and processes holds of library materials for patrons and staff.

Collects various fees and fines on behalf of the library including book sale proceeds.

Counts and balances daily receipts and secures moneybags in safe.

Performs story telling for children at various branch libraries; researches and prepares program content using computers and reference materials; creates various programs designed for target audience, i.e., pre-school, school-age, ESL or the disabled.

Checks library shelves for lost, misplaced and requested materials. Assists other departments in the library and performs related duties as assigned. May open and close library facility and operate alarm system.

The preceding duties have been provided as examples of the essential types of work performed by positions within this job classification. Management reserves the right to add, modify, change or rescind work assignments as needed.
TYPICAL QUALIFICATIONS
Knowledge of: City and library practices and procedures; print and electronic information resources; library collections of targeted populations; personal computers and related software applications; print and electronic information resources; physical layout of the library; manual and automated filing systems; automated library systems; the Dewey Decimal System.

Ability to: Provide quality customer services to library patrons; utilize computer databases to research, maintain, and update records and files; operate computers, standard office equipment and other technical or audiovisual machines and equipment; count money and make change; establish and maintain effective working relationships with those contacted in the course of work; communicate effectively, orally and in writing.

Education: High school diploma or equivalent.

Experience: Two (2) years clerical or administrative support experience.

License: California vehicles operator's license may be required depending upon area of assignment.

  • Depending upon the applicant pool, all applicants meeting the minimum qualifications will NOT necessarily be selected to participate in the hiring process.
  • Applicants whose qualifications BEST meet the City’s needs will be invited to a written exam (Pass/Fail).  The top candidates will then be invited to an oral board interview (weighted 100%).
  • Candidates who successfully pass both the written exam and oral board interview will be placed on an employment eligible list from which hires may be made. The employment eligible list is valid for up to one year, unless exhausted sooner.
  • Upon a conditional offer of employment a pre-placement medical evaluation, drug screen (select positions), TB Screening and California Department of Justice (DOJ) Live Scan fingerprinting must be completed with acceptable results.
  • Upon hire, employee is subject to further reporting from DOJ via subsequent arrest notification. Other background reports may also be conducted depending on the position.
  • IMPORTANT: In-house candidates who did not apply by the closing date of the promotional recruitment may apply to this "open" recruitment. However, they will compete based on the standards established for this "open" recruitment and if successful, will place on the "open" eligible list.

SPECIAL CONDITIONS
Employees regularly assigned/required to drive a city or personal vehicle in the course and scope of work shall be required to participate in the DMV Employer Pull Notice program; due to the performance of field duties that may require operation of a City vehicle.

Public Employee Disaster Service Worker:
In accordance with Government Code Section 3100, all Huntington Beach city employees are required to perform assigned disaster service worker duties in the event of an emergency or a disaster
