SALINAS PUBLIC LIBRARY

In 2010 the Salinas Public Library received 573,258 visits. Today with the support of our citizens, and funding from Measure V, residents and visitors alike can be inspired and explore books, music, film, technology, art, language and culture.

With individual and family reading programs in the Literacy Center at the John Steinbeck Library, a Homework Center known as the "Be Creative Room" at the Cesar Chavez Library, tutors available, computers, and GED classes at CHISPA housing and other community sites, as well as free learning materials, we are creating a “Culture of Literacy” for every resident to enjoy. Through the "Cards to All Students" program, all K-12 students attending any of Salinas’ public school districts receive a library card.

THE POSITION

Receiving administrative direction from the City Manager, the Library and Community Services Director exercises direct and indirect supervision over assigned management, professional, technical, and administrative support personnel. Essential job functions include, but are not limited to: developing, planning, and implementing department goals and objectives; recommending and administering policies and programs for the Library and Community Services Department; coordinating Department activities with other City departments and outside agencies, foundations, and organizations; preparing and presenting staff reports and other necessary correspondence; and responding to and resolving the most difficult citizen inquiries and complaints.

The Director has a responsibility for the preparation and administration of the Library and Community Services budget, maintaining appropriate budgetary controls. The Director will represent the City and Department in the community and at professional meetings, responding to requests from the media for information concerning the Department and its services. The Director will maintain departmental awareness of state-of-the-art developments and trends in management, technology, communications, and the fields of specialty. Most importantly, the Director will build and maintain positive working relationships with other departments, co-workers, other City employees, and the public using principles of good customer service.

Ideal Candidate:
The City is seeking a candidate who will provide strong visionary and collaborative leadership. The ideal candidate will be a fair, ethical, and decisive leader whose leadership and decisions will focus on what is best for the Salinas community. The Director will establish a shared department vision, and work collaboratively and cooperatively with other City departments. An individual with outstanding interpersonal and communication skills, a track record of successful management and a team oriented approach will excel in this position.
The Director is expected to promote a professional image to the City Council, City Manager, City staff and community. Trust, confidence, professionalism, and employee development will be highly valued traits. The ideal candidate will promote cooperation and communication within the Department. The Director will possess a track record of demonstrated leadership, proven accomplishments and superior performance. The ideal candidate will also have experience working in a public library system and experience working in an ethnically diverse community is essential.
An example of the education and experience which most likely demonstrates the skills, knowledge and abilities required to perform the duties include a Bachelor’s Degree with major coursework in public administration, parks and/or recreation management, library services, business administration, social services, or a related field and seven years of increasingly responsible experience in parks, recreation, and/or library operations; including at least three years of administrative and management responsibility. A Master’s Degree in Public Administration, Parks and/or Recreation Management, or Library Science is desirable.

Benefits:
The salary for the Library and Community Services Director is $125,460 - $152,508 before a 13% salary concession that is in effect through June 2015; placement within this range is dependent upon qualifications. The City also offers an attractive benefits package, including:

Health Insurance - The City pays 100% (less applicable concession noted above) of the cost of the CalPERS Choice health plan, Assurant Employee Benefits dental plan and Medical Eye Services plan for employees and their eligible dependents. Other PERS health coverage may be available depending upon residence. If an employee elects a health plan other than PERS Choice, the City will contribute an amount equal to the premium of the PERS Choice health plan.

Biennial Physical Examination - The City provides a city-paid biennial physical examination every 24 months. Employees age 40 and over are eligible for the physical examination every 18 months (after two years of continuous employment).

457/401(a) Compensation – City paid contribution based on months of service with the City.

Annual Leave - May be used for vacation and/or sick leave. Leave is accrued at a rate of 22 days per year for the first five years; 27 days per year for years six through 10, with additional longevity increases in annual leave after ten years of employment.

Management Leave – 160 hours per year.

Holidays – 12 per year plus 2 floating holidays.

CalPERS Retirement Plan –2% at 62 for new members and 2% at 55 for classic members. Employee pays 7% contribution.

Life Insurance – Term life insurance in the amount of $150,000.

Bilingual Pay - $250 per month if the Director speaks and uses Spanish in the course of his/her job duties (subject to passing a City-administered bilingual exam and administrative approval).

Auto – City assigned vehicle or $750 per month auto allowance.

The City also offers bereavement leave, voluntary physical fitness/wellness program, long term disability and family and medical leave.
