Job Description:

The Office of Legislative Counsel is a small civil service department whose mission is to provide legal services and data processing support services to the State Legislature. OLC employees are excluded from collective bargaining and, therefore, receive enhanced benefits and do not contribute fair share.

DUTIES OF THE POSITION:

Under the general supervision of a Chief Deputy Legislative Counsel, the Supervising Librarian I is responsible for the day-to-day operation of the OLC Law Library, supervision of the library staff, and providing reference and research assistance to the legal staff in the Office of Legislative Counsel. The position duties include but are not limited to the following: supervise and train library staff; coach and mentor subordinate employees to improve performance, productivity and expertise; implement and maintain a catalog of library holdings; perform analysis of library collection and acquisition of new materials; budgeting; billing; annual ordering of legislative publications; develop, implement, administer, and maintain daily operating procedures; promote library services throughout the organization by providing effective outreach in print, electronic, and other formats; assist legal and support staff with research on legal and related questions; analyze reference questions utilizing resources available within the library and in the local library community including the State Library, State Archives, other agency libraries, and a variety of software programs; developing and maintaining search strategies and legal and legislative information resources; create, access and manage information including databases, systems,applications, hardware, software, networks, and electronic information resources; keep legal and other staff informed of new library resources and train staff on their use; monitor relevance of information resources to assess need for updates; analyze business needs to recommend technological enhancements of library services; develop strategies for implementing positive change to organization’s information resources.

DESIRABLE QUALIFICATIONS:

Knowledge of theories, objectives, principles, and techniques of librarianship; standard reference materials; established techniques and practices for classifying and cataloging materials; reference interviewing techniques; computer systems search capabilities and library trends. Knowledge of complex bibliography terminology, subject fields, and where they are located within California government. Ability to provide leadership and apply creativity in the formulation of needed changes in complex library program methods and procedures. Ability to work independently to effectively meet work deadlines with minimal supervision. Knowledge of principles and practices of supervision.
