The City of Oakland is currently recruiting to fill a Librarian II vacancy in the Oakland Public Library. Under general direction, incumbents perform a variety of professional duties in the operation of City of Oakland library services, including specialized and general reference, readers advisory, material selection and program planning; and to provide lead direction to assigned staff.

The eligibility list established from this recruitment may be used to fill other vacancies that may occur within The City including full-time and permanent part-time positions.

Although no current vacancies require a specific language, the eligible list may be used to fill future vacancies that may require bilingual skills.

EXAMPLES OF DUTIES:
  • Conduct reference interview with patrons to determine inquiry needs; provide reference and reading guidance to children and adults, including the location, selection and use of materials; address special research needs.
  • Conduct training and supervise subordinate staff; write performance evaluations.
  • Manage materials budget.
  • Read and evaluate professional reviews of books, magazines, video cassettes or other materials for additions to library collection.
  • Analyze circulation, book loss or registration trends; withdraw worn, dated and/or damaged materials from the collection.
  • Identify, select and order appropriate reference materials, books and resources for adults and children.
  • Assist the Senior Librarian of a special library service such as Cataloging, Branch Office, Youth Room, regional hub branch library or other major unit.
  • Utilize and contribute to the maintenance of accurate on-line bibliographic data base; conduct on-line data base search as needed.
  • Classify and catalog library materials.
  • Answer questions; explain policies and procedures; address complaints from public and agencies.
  • May oversee the daily operations of a library facility.
  • Represent library at community meetings and events.
  • Present adult or children's programs on specific subjects.
  • Prepare oral and written reports.
  • Monitor facilities and equipment maintenance and safety.
  • Follow oral and written directions.
  • Perform related duties as assigned.

MINIMUM REQUIREMENTS FOR APPLICATION:
Education:
A Master's degree in library science from an American Library Association accredited graduate program. Job training and/or special courses in library needs of the community, specialized areas of library services or technical areas are desirable.
NOTE
Applicants currently attending an accredited MLS/MLIS graduate program may submit an application up to three months prior to receiving their accredited MLS/MLIS degree. Candidates who are three months or less away from receiving their award of degree MUST submit proof of enrollment and verification of the  anticipated graduation date (from the graduate program) to be considered. 
The MLS/MLIS degree must be completed and verified prior to the candidate being placed on the eligible list and appointed to a Librarian II position. Applicants MUST submit, as an attachment to the online application, acceptable verification which can be college transcripts and/or notice from the college or university.
 
Experience:
One year of experience comparable to the Librarian I position in the City of Oakland.

License:
None required. However, possession of a California Driver's License will be required if assigned to drive the Bookmobile.

Other Requirements:
Proficiency in a foreign language may be required.

  • Communicate effectively with the public, in both oral and written form.
  • Answer questions and complaints.
  • Classify and catalog routine materials.
  • Follow oral and written directions.
  • Lift up to thirty pounds in certain assignments.
  • Establish and maintain effective work relationships with those contacted in the performance of required duties.

SUPPLEMENTAL INFORMATION:
Stage I: The first stage in the selection process will consist of a review of each applicant employment application, current resume (when applying on-line, scan and attach your resume), and signed supplemental questionnaire for minimum qualifications (weighted pass/fail). Applications submitted without all required materials will not be given further consideration.
Stage II: The second stage will consist of subject matter experts evaluating and rating the completed supplemental questionnaires.  Applicant responses to the supplemental questions must demonstrate the knowledge, skills and abilities listed in the qualifications section of this announcement.  The evaluation of supplemental questions may be weighted 100% of an applicant score (before residency and/or veteran points) and may determine rank on the eligible list.  If a sufficient number of quality application packets are received, the supplemental screening may be followed by a third stage and the most qualified applicants will be invited to the next stage. Meeting the minimum qualifications does not guarantee advancement to Stage III.
Stage III: The third stage may consist of an oral examination that may be preceded by a brief written exercise (weighted 100%) that will test the knowledge, skills and abilities listed in the qualifications section.The ranked eligible list may be developed directly from the supplemental screening OR the results of Stage III. Candidates must earn a scale score of 70 in this examination process to be placed on the eligible list for employment consideration.  

The City of Oakland reserves the right to modify the selection process as necessary to conform to administrative or business necessity.
