JOB SUMMARY:
*DEADLINE EXTENDED*JOB SUMMARY:     Performs professional library duties and administrative functions relative to the operations of a library branch. Supervises staff engaged in providing a variety of services to library users.  NOTE:  The eligibility list established for this classification will be used to fill one (1) Spanish/English full-time permanent Librarian III - Branch Services position at the Pico Branch Library.  NOTE:  This position will be required to work evenings and weekends.  NOTE:  The Pico Branch Library is scheduled to open early 2014.
MAJOR DUTIES:
Oversees the day-to-day operation of a library branch, including coordination of programs and services, communication with the public, delivery of customer service and facility management.
Supervises the work of staff engaged in providing various library services. Selects, schedules, trains, reviews and evaluates work of librarians, paraprofessional and clerical staff.  Promotes quality customer service.
Assists customers in the use of the Library. Recommends, selects and locates library materials appropriate to library users’ needs and developmental level.  Provides instructions in the use of various print and electronic resources. Develops, designs and inputs web content into Library websites.
Prepares, administers, and monitors the budget for a library branch. Allocates funds and monitors expenditures.
Provides information to library users in person, by telephone, through e-mail and by on-line interaction.
Attends and participates in a variety of meetings. Makes public presentations and represents the Library on committees and at various professional meetings.
Responds to various inquiries and complaints from the public. Interprets and explains library policies and procedures to staff and patrons.
Promotes library services, events, programs and collections using accepted marketing and merchandising techniques. Prepares grant requests and implements grants related to program and collection development. Monitors grant expenditures and prepared reports.
Keeps abreast of developments and trends in library services, collection development, maintenance
and promotion, print and electronic publishing, programming, automation and related areas and makes recommendations for changes, as appropriate.
Maintains records and prepares a variety of statistical and analytical reports. 
Performs other related duties, as assigned.

Principles, practices and procedures of public librarianship.
Classifying and cataloging procedures and principles including Library of Congress Subject Headings, the Dewey Decimal Classification System, Alpha Numeric System for Collection of Recording Classification System (ANSCR).
Library, reference and database resources.
Principles and practices of library materials acquisition.
Conservation and preservation techniques for library material.
Automated library systems, emerging library technologies, office automation software and applicable computer software applications and online databases.
Budget development and management.
Principles and practices of supervision and training.
Effective supervisory techniques.

Education, Training and Experience
Master’s degree in Library Science from an American Library Association (ALA) accredited college or university.
Four years of recent, paid progressively responsible work experience as a professional librarian.   At least two of the four years must have included supervising or coordinating the work of others.
Licenses and Certificates
Possession of, or ability to obtain and maintain, a valid Class C driver license. Bilingual skills are desirable.

Candidates who have successfully completed all prior phases of the selection process will be subject to a thorough background investigation.

NOTE:
If three or more qualified City employees apply and pass the examination, a promotional list will be established in addition to an open-competitive list. If fewer than three qualified City employees pass the examination, the appointing authority, in accordance with the City’s civil service rules and regulations, can decline to use a promotional list, in which case a promotional list will not be established for this position.
