For more information, please refer to the job brochure.  The City of Livermore is accepting applications for the position of Supervising Librarian in Technical Services.

DEFINITION
Under direction, plans, organizes, and supervises the activities of a branch library or major section of the main library; and performs other duties as assigned.

DISTINGUISHING CHARACTERISTICS
This is the supervisory classification in the professional librarian series.  Working within the limits of library policies and procedures, individuals in this position perform difficult professional work, receiving occasional direction on methods and techniques.  This classification is distinguished from librarians by performing specialized duties which have greater impact on library systems and is responsible for planning, organizing, coordinating, and supervising employees and functions of an assigned branch or major section of the main library. Direction is provided by the Director of Library Service. Supervises professional, technical, and support staff of an assigned branch or major section of the main library.
 
Program Management Functions
Plans, organizes, and coordinates programs of service for a major section or library branch; performs specific duties required for the program area to which assigned; assists in the development and implementation of goals, objectives, policies, procedures, and work standards; assesses library service needs in a diverse community; develops and implements services and library material collections; and evaluates library programs, services, systems, and procedures and recommends changes, as appropriate.

Supervisory Functions
Plans, organizes, schedules, supervises, and reviews the work of professional, technical, and support staff; develops and administers work schedules; reviews and approves/denies staff requests for time off; conducts and/or arranges for training; completes and administers performance evaluations; makes recommendations on hiring, promotion, and disciplinary actions; resolves difficult communication issues; and ensures that staff work is completed in an accurate and timely manner.

Administrative Functions
Serves as a member of the library management team; represents the library as a liaison with various community groups; participates in community programs, both in-house and through community outreach, including making presentations to various groups; relates effectively to staff and the general public to answer questions, provide information, and resolve concerns; coordinates the maintenance and upkeep of library facilities; assists in department budget preparation and administration; prepares reports and promotional materials relevant to the library's operations and programs, including compiling data and analyzing library activity reports; and utilizes technology resources, word processing, database, spreadsheet, specialized library software, and specialized library equipment.
 
Demonstrated Knowledge of:

Library science theory and practice; public library philosophy; library operating techniques; reference materials and their use; library material evaluation and selection techniques; library program administration and the resources, methods, and techniques required for the effective delivery of library services; research and retrieval techniques; current library automation systems and computer equipment; age level programming including children and young adults; principles and practices of effective employee supervision; effective communication and training techniques; personal computer operating systems and computer software to perform word processing and spreadsheet functions.

Demonstrated Skills to:
Plan and evaluate program elements, such as children's activities, outreach, reference, electronic information delivery, and other programs as assigned; instruct customers in the use of the Library; perform difficult reference research and technical librarian work; relate effectively and communicate with those contacted in the course of work; write clear, concise letters, memos, reports, and information materials; collect and interpret data for use in decision making and planning; organize work flow; and exemplify an enthusiastic, resourceful, and effective service attitude with the public and co-workers.

Ability to:
Effectively apply the required knowledge and skills in the daily performance of assigned duties; learn and appropriately apply city and department policies, practices and terminology; and develop good public relations for the Livermore Public Library.

Experience, Education, and Training Guidelines:
Any combination of experience, education, and training that would provide the best qualified candidates.  A typical way to obtain the knowledge, skills, and abilities would be:

Experience: 
Four years of professional librarian experience. Supervisory experience in a related area may substitute for up to one year of the professional librarian experience. Public library experience is highly desirable.

Education: 
Equivalent to a Master's degree in Library Science, Library and Information Science, or a related field from an accredited college or university is required.

License:  
May require the possession of a valid California Driver's license and a satisfactory driving record as determined by the City.

Other Requirements: 
Willingness and ability to work the hours necessary to accomplish the assigned duties, be available on call, as required; and travel out of town to attend meetings, seminars and conferences during work and non-work hours.

Special Requirements:  
Essential duties require the mental and/or physical ability to bend, stoop, reach, and stretch; read fine print and computer monitors; operate a computer keyboard; converse by telephone, in person, and to large groups and be clearly understood; stamina to work additional hours to meet deadlines and attend night meetings; and strength to safely lift and carry up to 40 pounds.
