with the City of South San Francisco.

THE DEPARTMENT:
The South San Francisco Public Library is a full-service
library committed to delivering quality services to a diverse community.
Library services are available at three sites, including the Main Library (on
West Orange Avenue) the Grand Avenue Branch Library, and the Community Learning
Center (CLC). Lifelong literacy services are provided by Project Read and at
the CLC. The CLC offers reading, writing, computer, parenting, and workplace
literacy skills, and homework assistance for elementary school students. Both
Project Read and the CLC are known for their creative grant-funded projects and
collaborations with local schools, CBOs and government agencies. The Library’s annual budget is $4.2 million
with a staff of 37 FTEs and a collection of 167,000 volumes. The Library is an
active member of the Peninsula Library System and the Peninsula Libraries
Automated Network, known for their innovative programs and management.
THE POSITION:
This is the highest class in the library’s professional
management series and is responsible for our Literacy Division, consisting of
Project Read and the Community Learning Center.
Positions in this class plan, organize, manage, supervise and coordinate
community-focused projects and programs focused on meeting the language,
educational and cultural needs of the South San Francisco community. Programs
under this division include homework assistance, ESL, computer instruction,
citizenship preparation, literacy, health, personal finance and community partnerships. Incumbents work under the general direction
of the Library Director or senior library staff and exercise direct supervision
over supervisory, professional, technical, paraprofessional and clerical staff. Incumbents in this class may serve as Library
Director in the department head’s absence; may function as the Library’s
project manager for specialized projects; and perform related work as required.
The current position is in Literacy Services overseeing the
day-to-day operations of Project Read and the Community Learning Center and
securing funding for, planning and implementing programs and projects that meet
the needs of our community.
Responsibilities include: recruit, select, train, and manage
staff; develop a sustainable funding strategy, identify grant and funding
sources, apply for outside funding, monitor project activities and budgets and
submit complete, timely reports, plan and manage public programs, including
development and oversight of procedures; investigate and resolve complaints and
issues; evaluate operations and activities of workgroup; monitor, plan and
administer program budget.
This professional managerial position requires the
possession of a high degree of technical knowledge and supervisory
responsibilities and is characterized by the comprehensiveness and complexity
of the programs administered. An
incumbent in this classification demonstrates strong professional,
service-oriented leadership and interpersonal skills as well as creative,
innovative problem solving skills, administration, management and financial
planning and monitoring skills.

Any combination of experience and training that would likely
provide the required knowledge, skills, and abilities would be qualifying.
A typical qualifying background would be:
EXPERIENCE: Three years of progressively more responsible
experience in government, non-profit, education, or related service, with two
years in a supervisory capacity.
TRAINING: A bachelor’s degree from an accredited college or
university and a master’s degree in education or related field (for example
public administration, social work, public health, or library services).
Spanish language skills are desirable.
LICENSES: Possession of, or ability to obtain, an
appropriate, valid California driver’s license and a satisfactory driving
record.
SELECTION PROCESS: The process will first consist of a
review of application materials and applicants' responses to the supplemental
information and questionnaire. A resume may be included, but does not
substitute for a completed application. The highly suitable and qualified
candidates will be invited to participate in an oral interview (weighted at
100%). Upon completion of the modified assessment center, an eligible list will
be established which will be used for the appointment to the position.
Possession of minimal qualifications does not guarantee advancement in the
selection process and placement on the eligible employment list. Top ranking
candidates placed on the eligible list will be invited to the next phase of the
selection process and will consist of any or all of the following: oral
interview and written/practical exercise.

requested. Oral panel interview is
tentatively scheduled for the week of April 28, 2014.
Appeals concerning administration of an examination must be
submitted in writing within two (2) business days from the date the event
occurred.
Prior to a conditional employment offer being made, a
thorough background check will be completed, including a fingerprint check. At
the time employment is offered, applicants must be able to furnish proof of
legal right to work within the United States.
