Summary
We seek an energetic, innovative, and collaborative librarian to spearhead the effort to create a program in support of scholarly publication innovation and act as a campus resource on copyright, fair use, and open access. Under the general direction of the Head of Collection Management Services, the Scholarly Communication Librarian will lead efforts to design systematic and sustainable approaches to outreach and new services that support dissemination of scholarly output. This position will offer guidance on library services and university policy to the Library and to faculty, students, and staff on matters pertaining to scholarly communication, such as institutional repository best practices, academic publishing guidance, copyright and fair use, and open access support.

Essential Duties
Develops and implements the Library’s scholarly communication program in coordination with Collection Management Services, Research and Instruction, Special Collections and University Archives, Library Systems and Information Technology, and Library Administration. Develops a vision and creates goals and objectives for a cohesive program.

Leads development and implementation of an education program for Library employees on issues of scholarly communication. Advises on how librarians in all subject areas can educate and communicate with their constituencies around issues of scholarly communication.

Develops and implements a program to increase awareness among faculty, researchers, and students about scholarly communication issues in the digital environment, alternative publishing models, and Open Access. Devises a strategy for populating and promoting use of the campus institutional repository.

Develops and maintains a broad network of partners, e.g. the Center for Teaching and Learning (CTL), Information Resources and Technology (IRT), the Office of Research, Innovation and Economic Development (ORIED), students, faculty and staff, California State University (CSU) system-wide offices, and the scholarly community to inform, support, and advance the library’s scholarly communication programs and goals.

Stays informed of, and shares with the library and university staff and faculty, national and international trends, legislation, and pending changes in intellectual property rights, commercial and academic/research scholarly publishing, and information technologies that affect access and preservation of scholarly information.

Leads Library participation in current and newly developed initiatives that encourage and enable faculty to manage their own copyright and data and improve access to published research. Establishes mechanisms to assist faculty with publishing choices, data management plans, licensing agreements, and fair use of copyrighted works as users of information.

Uses assessment tools to help measure and track success in the scholarly communication outreach and educational program.

Assists in the establishment of library policies and procedures by actively participating in departmental and library affairs. Contributes to departmental, library, campus, and professional meetings as appropriate.

Appointment Specifics
This is a probationary, 12-month, tenure-track position at the Senior Assistant Librarian rank with an expected start date of Spring 2019; salary commensurate with qualifications and experience. Librarians in the CSU system enjoy full faculty status and as such are eligible for campus service opportunities, sabbatical and other leaves, and additional benefits. Librarians are represented under Unit 3 of the California Faculty Association (CFA). Library faculty must demonstrate professional competence, scholarly or creative achievement, and service to the University and community in order to meet university requirements for tenure and promotion.

Required Qualifications
1. American Library Association accredited Master’s degree or ALA-approved foreign equivalent.
2. Two years of professional experience in librarianship, research, publishing, law, or another relevant field.
3. Strong understanding of scholarly communication trends in an academic or research environment.
4. Evidence of leadership, collaboration, and initiative.
5. Strong oral, written, and interpersonal skills.
6. Demonstrated commitment to diversity, equity, and inclusion in higher education, and an ability to work effectively with diverse populations that reflect a wide range of backgrounds, cultural heritages, and social identities.
7. Experience in leading and designing outreach programs.
8. Demonstrated knowledge of copyright, author’s rights, Open Access, institutional repositories, and related issues as they affect the creation and dissemination of scholarship.
9. Ability to adjust priorities, take initiative, set goals, manage projects and time wisely, and make quick and effective decisions.
10. Understanding of the research or creative scholarship process in higher education.

Preferred Qualifications
1. Experience with outreach, marketing, and promotion of library services to a scholarly community.
2. Teaching, training, or instruction experience.
3. Experience with assessment of library information services.
4. Experience with institutional repositories and/or data management plans.
5. Experience preparing and delivering copyright education and instruction.
6. Demonstrated experience in developing working partnerships with academic units on a college or university campus.
7. Advanced degree in a subject area relevant to the position.
