POSITION INFORMATION
The Placer County Library is seeking a self-motivated and flexible individual with outstanding customer service skills to fill a Senior Library Clerk vacancy at the Rocklin Library.  The current vacancy is a permanent full-time position, but the list established from this recruitment may be used to fill other vacancies as they arise, including part-time positions.  Schedules vary, and include some weekends and evenings. Incumbents may also be required to provide coverage to multiple locations.

DEFINITION
To perform a variety of responsible library duties associated with operation of a small branch library; exercises functional and technical supervision over assigned library support staff and volunteers.

DISTINGUISHING CHARACTERISTICS
This is the advanced journey level class within the Library Clerk series.  This class is distinguished from the Library Clerk – Journey by the assignment of the full range of duties associated with the operation of a small branch library of the County’s Library system or provision of children's services when assigned. 

SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Assistant Director and Director of Library Services or from the Youth Services Librarian in the provision of children’s library services when assigned to the children’s services program. Exercises technical and functional supervision over clerical positions, library pages, aides and volunteers.

EXAMPLES OF ESSENTIAL DUTIES
·         Plan, assign and coordinate the work of support staff including volunteers; provide technical and functional supervision to assigned staff.
·         Maintain logs and files relating to acquisition of books, materials, supplies and maintenance contracts; recommend appropriate expenditures.
·         Represent the Department to outside groups and organizations.

MINIMUM QUALIFICATIONS

Experience: Three years of responsible experience performing a broad range of duties operating a library, bookstore or small business which provides the candidate with the possession of practical knowledge needed to operate and/or manage a branch library or provide library children services when assigned.

The Library of the University of California, Davis, seeks a versatile and enthusiastic librarian to work closely with teaching faculty, students, staff, and institutional stakeholders in a highly interdisciplinary academic community. Knowledge of: principles, practices, and philosophy of public library work, including community engagement and outreach, library cataloging and classification, reference and reader's advisory, a wide variety of books and authors, principles of library materials selection and maintenance, book selection related to community needs and programming; books, authors, bibliographies, and  digital material; library functions and services; Dewey decimal classification system and Library of Congress subject headings; standard reference materials; principles and practices of leadership, mentoring, and training; correct English usage, grammar, punctuation, and spelling; and office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, databases, and other specialized library computer applications and library automation.

The candidate selected for this position will be assigned to the Mary L. Stephens - Davis Branch Library in the West Yolo Region and will work with a creative team of professionals, paraprofessionals and community partners to deliver exceptional service to adults of all ages.  The position is responsible for envisioning, planning, implementing and evaluating system-wide and local programs and services for adults, co-coordinating annual programming, serving as a lead for reference staff, managing the Read Around Yolo book club program, coordinating the Book Bike's outreach schedule and staffing, grants management, countywide reference and read's advisory services, government documents, library instruction, promoting the collection, and may oversee the day-to-day operations of a small branch.  All staff in this class are expected to provide direct service at any branch.  Incumbents must be able to work regular evening and weekend hours.

The ideal candidate will be a community oriented professional who is bilingual in Chinese and is enthusiastic about promoting the library to a broader audience.  The candidate selected for this position must demonstrate active engagement with new technologies, an aptitude to skillfully manage grants and projects, should demonstrate an ease with leading others, and should genuinely enjoy direct public service to a diverse population base and possess a firm grasp of current and emerging library trends.  Experience working in a multilingual, multicultural environment is highly desired.

Definition 
Under general supervision, performs a wide variety of professional duties involving circulation, program, technology, and reference services within the County Library system; and does other related work as required.

Distinguishing Characteristics
The Librarian I/II class has two salary levels. Positions in this class are flexibly staffed and the level at which appointments are made is at the discretion of the appointing authority. The Librarian I is the entry level in this class series. Initially, incumbents work under closer supervision, and are given detailed instructions in the performance of routine tasks that are more structured and repetitive than those assigned to the Librarian II. As skills and knowledge are developed, incumbents are expected to perform increasingly responsible and difficult assignments.  At the discretion of the appointing authority, incumbents may advance to Librarian II after demonstrating the ability to perform the full journey duties of the class, which generally requires two years of experience as a Librarian I.

The Librarian II is the journey level in the class series. Incumbents work under general supervision and are expected to be proficient in performing a variety of responsible and more difficult professional library work. Specific duties of individual positions may vary, depending on assignment, but the preponderant responsibilities of all positions in this class are related to system-wide functions that include circulation, program, technology and reference services. While some Librarian II incumbents supervise paraprofessional library staff and volunteers, all Librarian II incumbents are expected to provide lead direction and guidance to entry level Librarians, paraprofessional library staff, extra help employees and/or volunteers.

Incumbents in this class report to a Library Regional Manager or other management personnel. While the Librarian II class may supervise staff in some instances, it does not supervise other professional Librarians.

Under the general direction of the Assistant Bureau Chief of Library Development Services (LDS), provides advice and consultative services to state, local, and other library administrators on the development of local and statewide library programs; develops, awards, and administers library grant programs, including distribution of funds and review of program results; develops, reviews, analyzes, and interprets applicable state and federal regulations; and conducts studies and do research regarding the planning, evaluation, and administration of new library programs.

ESSENTIAL FUNCTIONS:
  • Develops, writes, implements, monitors and reports on complex statewide library grant programs,
  • including the nature and scope of the program, application parameters, personnel requirements,
  • evaluation methodology, and budget. 
  • Targets adult library literacy services to people with limited functional literacy skills of diverse geographic, cultural, and socioeconomic backgrounds. 
  • Monitors and provides the lead for statewide programs funded at both the federal and state level, including but not limited to, the Library Services Technology Act, the California Library Literacy and English Acquisition Services Program, the California Library Services Act, and the California State Library Foundation. 
  • Develops, reviews, and interprets applicable statutes and regulations for these programs. Evaluates and monitors federal and state grant projects awarded to local libraries. 
  • Makes on-site visits when required. Reviews and approves all required reports. 
  • Provides training opportunities for targeted literacy grant programs.
  • Provides consultative assistance to libraries and library cooperatives and consortia on all aspects of
  • library management and service, including, but not limited to, planning, organization, finance, state
  • and federal law, building, adult and children's services, adult literacy, and technology. 
  • Analyzes and evaluates current planning, management, and program methodologies in public libraries. 
  • Identifies future trends, opportunities, and problems that affect public libraries. 
  • Assists public libraries in organizing the community and local officials to implement structured, formal, planning techniques and methods in the management of libraries. 
  • Designs adult literacy programs and training events to strengthen public libraries' abilities to make library services more responsive to the needs of their communities and to more effectively use local and state resources in support of those services.

  • Plans, designs, and implements programs and activities that strengthen the California State Library

  • Serves as California State Library liaison to local, regional, and state-level systems and

PERSONAL CONTACTS
  • The Library Programs Consultant has daily contact with the employees of the
  • Library Development Services Section, as well as numerous supervisors and employees of other California State Library sections and bureaus, including the Human Resources Services Office. The incumbent has frequent contact with state employees of other departments, public libraries and with members of the public.
  • The incumbent also has intermittent contact with members of the State Library Executive Team.

FUNCTIONAL REQUIREMENTS
  • The incumbent works in an office setting, with artificial light and temperature
  • control. Daily access to and use of a personal computer and telephone is essential. Sitting and standing requirements are consistent with office work. Computer work is typically substantial (6-7 hours per day).
  • Occasional moving and filing of library materials weighing less than 20 pounds is required. Travel by all modes of transportation is often required in this position. Overnight and extended travel can be frequent as well.
