DESCRIPTION 
  • Assist the Librarian III in the operation of the Library Literacy Programs. Performs complex project support duties, including compiling and evaluating data, processing billing and grant reports, tracking project status, and coordinating literacy coach trainings and recruitment.
  •  Major Duties:
  • Assists the Librarian III with the operation of the Library Literacy Program.
  • Assists in the recruitment, training and coordination of volunteer literacy coaches.
  • May supervise volunteer literacy coaches.
  • Establishes and maintains effective relationships with volunteers, students and library staff.
  • Assists in the development and preparation of related grant applications and coordinates submission of required reports and documents.
  • Provides assistance to staff in coordinating, implementing and monitoring assigned projects and programs.
  • Conducts studies and surveys, and recommends course of action to solve problems and improve delivery of services.
  • Schedules and arranges appointments, meetings, and trainings for students and volunteer literacy coaches.
  • Serve as a liaison, and may serve as a committee member to community agencies and other literacy groups.
  • Performs other related duties, as assigned.

Minimum Qualifications:

Knowledge of:
  • Principles and practices of public administration.
  • Current office procedures, practices and equipment.
  • Computer software applications, including spreadsheets and word processing.
  • Basic methods and techniques for administrative, financial and comparative analyses.
  • Basic mathematics.
  • Report writing techniques.
  • Business English, spelling, punctuation and grammar.
  • Effective customer service techniques.

Ability to:
Communicate effectively, both orally and in writing.
  • Analyze information and situations and recommend solutions to problems.
  • Collect, analyze and interpret data.
  • Act as a resource and provide information to the public and staff regarding various division projects and activities.
  • Train staff and volunteers.
  • Prepare clear and concise administrative and financial records and reports.
  • Perform mathematical calculations.
  • Establish, organize and maintain manual and electronic filing, tracking and recordkeeping systems.
  • Compose informational materials for print and web posting.
  • Understand, interpret and apply administrative and departmental policies and procedures.
  • Interpret and apply applicable federal, state and local laws, rules and regulations.
  • Perform work requiring accuracy and attention to detail.
  • Use independent judgment and initiative.
  • Prioritize and meet strict deadlines.
  • Follow oral and written instructions.
  • Respond to the public in a tactful manner.
  • Establish and maintain effective and cooperative working relationships with City employees, outside agencies and the general public.
  • Follow written and oral instructions.
  • Provide effective customer service.

Skill in:
  • Typing at a corrected speed of 45 words per minute.
  • Using a personal computer and applicable software applications, including database, presentation and publishing software.
  • Reading, writing and communicating at an appropriate level.

Education, Training and Experience:  
  • Graduation from high school or the equivalent.
  • Four years of recent, paid increasingly responsible work experience preparing and maintaining administrative, financial, fiscal, and statistical records and/or reports and performing financial support duties. 
  • An Associate's degree (or 60 semester units at an accredited college or university) may substitute for one year of the required experience. Library experience is desirable.
