Job Description:
Join us as part of the California Health Benefit Exchange (HBEX) a new Department which will improve the health of all Californians by assuring their access to affordable, high quality care. We are looking for enthusiastic and motivated individuals seeking a Staff Information Systems Analyst position to join our team.

We have a vacancy in the following Program Area:

CALHEERS PROJECT

Under the direction of the Manager, Project Management Office (DPM II), the Project Asset Librarian plans organizes, coordinates and manages a variety of complex activities and services. The Project Asset Librarian is responsible for the management of all documents and assets for the CalHEERS Project.

JOB DUTIES:

Develop, maintain and coordinate the electronic and physical project libraries. Assist the project with project management tasks relating to the acquisition and tracking of project artifacts. Assist the Project team in developing and maintaining plans and processes that comply with project standards. Ensure project plans and documented project processes are approved and placed in the Project Library/document repository.

Maintain project libraries, both electronic and physical. Organize, consolidate, and categorize sub-libraries, documents, and folders in the project libraries. Perform activities necessary to manage the project libraries. Manage version control, history modification, and review and approval activities of library documents. Participate in the control of access levels to folders by users and groups in the document repository. Lead workgroups to identify needs for electronic and hardcopy storage of documentation and artifacts, cataloging, and file structure. Provide recommendations and alternative solutions to management. As directed, participate in the response to information requests from federal and state government staff, the vendor community, and external project stakeholders in accordance with state and project policies.

Develop and manage the Asset Management Process, procedures and activities in conjunction with the Systems Integrator and State technical staff. Maintain, audit and report on the changes to assets, its status and disposition. Monitor and review the assignment of assets to staff during the on-boarding and off-boarding process.

DESIRABLE QUALIFICATIONS:

Knowledge of and ability to apply project management principles, methods, techniques, and tools for the effective management of IT projects from initiation through implementation.

Ability to communicate effectively and in a professional manner; review, edit, evaluate, and prepare written documents to produce quality products; develop cooperative working relationships; and deal effectively with a variety of individuals, organizations, state agencies, local government, and contractors.

Ability to apply the principles and processes for providing customer service, including customer needs assessment, quality standards for services, and evaluation of customer satisfaction in order to achieve a high level of customer satisfaction.

* Through June 30, 2013, full-time employees’ monthly pay will be reduced by 4.62% in exchange for eight (8) hours of leave. Part-time employees shall be subject to the pay reduction on a prorated basis.
