Position Summary:
The California Digital Library (CDL) supports the education, research and public service mission of the University of California in partnership with the ten campus University of California Libraries system. The CDL assumes a leadership role in the development of strategies and initiatives that guide the University's libraries through the transition to the digital future. The primary user base for CDL services and programs include UC faculty, students and UC Libraries staff.
The Discovery and Delivery Services Technical Manager is part of the CDL's Discovery and Delivery (D2D) team. D2D focuses on making interactive library systems work well together. We connect faculty, students, and staff with access to the University of California libraries' extensive research collections. As a member of the D2D team, the Discovery and Delivery Services Technical Manager is responsible for maintaining current services, as well as identifying and investigating new service opportunities. Current production services include Melvyl (UC's union catalog/discovery service) run on OCLC's WorldCat Local platform, Request, (UC's interlibrary loan and document delivery services built on top of OCLC's VDX platform), UC-eLinks, UC's link resolver built on top of Ex Libris' SFX product, the Print Archives and Preservation Registry (PAPR), developed in partnership with the Center for Research Libraries, and Zephir, the metadata management service run on behalf of the HathiTrust.
The Discovery and Delivery Services Technical Manager will manage a team of seasoned developers, and work with experienced product/project managers and analysts under the general supervision of the team's Director of Discovery and Delivery Services. The Discovery and Delivery Services Technical Manager should be interested in managing a strong team, engaged in strategic thinking, and interested in supporting the University of California's mission.

Duties:
Supervises a team of Discovery and Delivery programmer/analysts. Provides technical leadership to team members, plans projects, works with product managers to assign programming tasks and track progress toward completion. Works with external partners and collaborators to identify technical requirements and effectively turn them into actionable items by technical staff.
Working with Discovery and Delivery product managers, and in consultation with Director, Discovery and Delivery Services, sets priorities, goals and milestones for the technical team. Manages and delegates programming assignments in fulfillment of Discovery and Delivery priorities. Aligns development and deployment practices with industry wide development and accessibility standards.
Ensures technical staff proficiency in supporting current services, as well as identifies new methods of software development practices to make sure staff skills remain relevant. Provides coaching and mentoring to team members. Hires, trains, and evaluates technical team staff.
Oversees service development and maintains cost estimates and schedules. Works with Director of Discovery and Delivery Services to align cost estimates with budgets. Prepares and presents project proposals (including resource estimates) to management and governing boards in consultation with Director of Discovery and Delivery Services.
Prepares technical analysis in support of Service Level Agreements and Memorandums of Understanding with third parties.
Works in close consultation with the CDL Manager Infrastructure and Application Support to ensure the availability of adequate and appropriate technical environments to support D2D services.
Advises the Discovery and Delivery Services Director and other team members on the technical feasibility of team goals and advises on integration strategies for a diverse suite of solutions.
Identifies, develops and maintains strategic technical partnerships that support and grow D2D services. Maintains awareness of current trends in technology affecting academic library services.
Maintains awareness and contributes to evolving (inter)national, regional, and standards and technical innovations related to D2D services.
In close collaboration with Discovery and Delivery Services Director and Product managers, participates in strategic planning efforts. Maintains awareness of Discovery and Delivery Program, CDL, CoUL, and governing boards' priorities and strategic imperatives to assure alignment.
Provides technical leadership across CDL programs and services by participation in CDL's Technology (Tech) Council, representing D2D's technical team. Provides technical advice and recommendations to CDL Management upon request.
Represents D2D Program Director and team: Promotes D2D services to UC faculty, students, staff, researchers and technologists, as well as the broader digital library community, for example, by writing articles, attending conferences and presenting papers/posters, etc.
Represent the CDL as the D2D Technical Lead within UCOP, UC systemwide leadership groups, regional, national and international research library organizations as needed.
Job Requirements:
Bachelor's degree and/or equivalent experience/training.
At least 3 years of experience supervising an Information Technology organization.
At least 5 years of experience managing Production environment.
Demonstrated experience with technical project management, including setting/assigning and monitoring tasks and schedules, tracking costs and deliverables and status reporting.
Demonstrated experience working with large vendors, including negotiating contracts, evaluating and enforcing service level agreements, and invoking and managing escalation procedures.
Demonstrated expertise and experience in the design, development, implementation, testing, monitoring and maintenance of complex technical solutions.
Demonstrated interest in, and experience designing user-centric software solutions.
Excellent interpersonal skills as demonstrated by the ability to interact with and influence others in a consistently positive manner, exercising discretion and tact.
Excellent oral and written communication skills which demonstrate the ability to draft clear and concise and specifications, documentation and reports.
Experienced in leading change management activities and managing their impact across the unit or department.
Experience of analyzing buy vs. build procurement for products for effective and efficient technology use.
Strong knowledge and understanding of service delivery principles.
Advanced degree in information science, computer science or related field preferred.
