Description
The City of Berkeley is accepting applications for Information Systems Specialist! Positions in this class specialize in installing, configuring, and trouble-shooting computer hardware and software to meet specific departmental or City-wide needs.

There is currently one (1) vacancy in the Department of Information Technology and one (1) in the Library.

Positions assigned to the Department of Information Technology:
The Information Systems Specialist position is assigned to the Help Desk in the Network Operations Division. Incumbents will support computer hardware, software, and peripherals including: PCs, laptops, tablets, printers, mobile phones, and VoIP desk phones. Technical support may be delivered both over the phone through remote desktop software and in person through field visits to any one of our 43 citywide locations.  In addition to desktop support, the Network Operations Division is responsible for server and network administration, solutions and enterprise architecture, and network security. The ideal candidate will possess excellent customer service skills; good oral and written communication skills; technical competency to troubleshoot computer hardware and software issues in a high-paced environment; the drive and commitment to continuously learn, grow, and to keep up with the constant changes in technology.

Position assigned to the Library:
The Information Systems Specialist administers and supports the Integrated Library System (ILS) and manages it's VoIP system. Technical support will be performed by regular site visits to branch locations to update systems and applications for both City staff and the public PCs;  maintenance and troubleshoot the Library's Automated Materials handling system; manage the internet connection and resolves network problems; setup software applications on server and individual user environments; monitors equipment inventory and coordinates the annual PC replacement plan; and works directly with vendors to secure software end equipment for the Library.

Successful applicants will present the ability to independently:
Gather and analyze information regarding departmental computer hardware, peripheral equipment and software requirements and installs or upgrades single PC or network systems to fulfill these needs; makes routine hardware upgrade and repairs, refers other repair work to vendors
Work with department staff to assess their needs and to develop word processing, spreadsheets, databases, Internet and other applications specific to their use
Configure commercial software to meet specific defined needs; install software and instruct departmental staff in the use of such applications; provide as a liaison between software and hardware vendors and department user personnel for specialized applications
Assist department staff in implementing new or upgraded programs and applications
Troubleshoot hardware problems and correct or calls appropriate service organizations
Confer with department management staff regarding assigned program areas
Maintain records and prepare periodic and special reports of work performed
Analyze, diagnose, and correct routine network problems
Resolve routine user "how to" problems with hardware and software, either in person, phone, or e-mail

Required Qualifications:

EDUCATION:
Equivalent to graduation from a four year college and demonstrated ability to develop and modify computer applications at the level described above.  Experience in developing computer applications similar to those described above may be substituted for the educational requirement on a year-for-year basis.

Knowledge of:   
Personal computer hardware and operating systems 
Computer networks hardware, cabling principles, network operating systems, and principles of network architecture 
Basics of Internet functioning and architecture 
Standard PC applications including database, word processing, spreadsheets, Web browsers, and similar computer software 
Policies, procedures, concepts and terminology related to the work of the department to which assigned 
Job planning, prioritizing and scheduling techniques
Basic supervisory principles and practices

Skill in:
Troubleshooting PC hardware and software problems and making modifications and repairs  Preparing clear and concise program documentation, user procedures, reports of work performed, and other written materials
Providing guidance and technical support to PC users either in person, or by phone
Instructing departmental staff in the operation of computer applications, including explaining system concepts to non-technical users 
Making sound independent decisions within established guidelines
Establishing and maintaining effective working relationships with those encountered in the course of the week 
Directing and reviewing the work of assigned staff
