Description
  • Under the general direction of and in collaboration with the Director of Library, Arts & Culture, this management position performs managerial, administrative and professional functions in managing the daily operations and sections of the Department including, but not limited to, Information Services, Children's Services, Neighborhood Library Services, Arts and Culture Services, and Technology and Innovation.  In addition, this position will coordinate library, arts and culture related activities with other City departments and outside agencies.

Essential Functoin
Essential functions of the job include, but are not limited to, the following:
  • Assists the Director in the planning, organization and management of the various sections of the department.
  • Provides highly responsible and complex administrative support to the Director.
  • Advises the Director in the development, supervision and evaluation of key personnel and principal subordinates.  Oversees the selection, placement, training and supervision of other employees.
  • Evaluates work processes and implements best practices.
  • Evaluates Department-wide training needs and coordinates training and professional growth opportunities.
  • Oversees the development and administration of the Library, Arts & Culture annual budget.
  • Prepares or directs preparation of bid specifications, requests for proposals, contracts and other supporting documentation.  Ensures contracts for various services and projects are properly managed. 
  • Coordinates acquisition and administration of grants.
  • Oversees capital improvement projects and complex facility issues.
  • Develops partnerships with other City departments to coordinate relevant projects and programs and increase awareness of Department resources.  Models effective communication and a team approach.
  • Directs preparation of staff reports, agenda items, studies and surveys.
  • Represents the Department at community meetings, public hearings, and professional conferences.  Initiates and maintains relationships with community and professional organizations.
  • Develops and implements policies and procedures.  Prepares and presents written and oral reports, studies and correspondence to a variety of entities.
  • Ensures Library, Arts & Culture Department services are provided with exceptional customer service and the highest level of ethical standards, both internally and to library customers.
  • Acts as department head in the absence of the Director of Library, Arts & Culture.
  • Drives on City business as necessary.
  • Assumes responsibility for ensuring the duties of this position are performed in a safe, efficient manner.
  • Performs other related duties as assigned or as the situation requires.

Education and Experience

Experience
  • Six years of experience in professional library work, three years of which must include experience working in both a supervisory and an administrative capacity.

Education/Training
  • Master's Degree in Library and Information Science from a graduate school accredited by the American Library Association. 

License(s)/Certification(s)
  • Valid California Class C driver's license.

RESPONSIBILITIES

THE POSITION

The Branch Manager for Centerville, Irvington, and Niles oversees operations at the three neighborhood branches within the City of Fremont.  The incumbent will report to the Principal Librarian for Fremont Libraries and will supervise a staff that primarily provides service in all three locations.  These branches are currently open on the following days:

Centerville
Tuesday 1pm - 8pm, Thursday 11am - 6pm, and Saturday (currently closed but 10am - 5pm are the proposed future hours)

Branch Manager for Newark
The Branch manager for Newark oversees operations at the Newark Library.  The incumbent will report to the Principal Librarian for Branches and will supervise a staff that primarily provides services to the Newark location.  This branch is currently open on the following days:

Sunday 1pm - 5pm
Monday and Tuesday 12pm - 8pm
Wednesday and Thursday 10am - 6pm
Saturday 10am - 5pm

Either I
  • The equivalent of two years full-time experience as a Librarian II or an equivalent or higher-level librarian classification in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II
  • The equivalent of three years full-time, responsible professional level library experience.
  • Possession of a master's degree in Library Science awarded by an American Library Association accredited college or university is highly desirable and may be substituted for one year of recent, full-time, responsible professional library experience for either qualifying path.

General Description:
  • The Gellert Library at Notre Dame de Namur University seeks a dynamic, innovative, and collaborative individual for the position of Instructional Design Librarian.  The Instructional Design Librarian will lead efforts to collaborate with NDNU faculty and instructors on curriculum development projects in areas such as instructional design, assessment of information literacy learning outcomes, and assignment development.  The Instructional Design Librarian will develop instructional materials in a range of formats designed to promote best practices for addressing information literacy in undergraduate through doctoral programs. The Instructional Design Librarian will also collaborate with faculty or instructors in the development of classroom research and assessment projects.  In particular, this position will support diversity efforts through programs designed to help Hispanic, first-generation, and underrepresented student populations to acclimate and thrive at NDNU. This position will serve as the department liaison and collection coordinator for the STEM fields.
  • The successful candidate will be flexible in order to adjust their range of responsibilities to meet evolving campus needs.  The Instructional Design Librarian will be instrumental in delivering information literacy instruction to NDNU’s growing online, hybrid, and satellite programs and in the development of a student learning commons.  The successful candidate will communicate effectively and work collaboratively with other units in the library and on campus to support the information gathering needs of a diverse population of undergraduates, graduates, and faculty at Notre Dame de Namur University.
  • This position requires some evening and weekend shifts.

Responsibilities:
  • Develop and deliver a range of innovative library services that facilitate the curricular and research needs of students and faculty;
  •  Collaborate with faculty and the Library Director on the strategic integration of information literacy instruction in the curriculum using new technologies and evidence based instruction methods;
  •  Provide library research instruction to on campus,  off-site, and online students incorporating active learning into both in-person and online experiences;
  • Create and implement an innovative and effective embedded instruction program including the development and assessment of a broad range of teaching and learning objects including but not limited to web-based tutorials, instructional videos, research guides, and web sites fully integrating e-learning into the course management system and the curricula in support of the Library's research, teaching and learning program.

DEFINITION
  • The Dean of Library and Learning Support will provide vision and leadership to unite a variety of campus-wide services which promote student learning.   Under the general direction of the Orange Coast College Vice President of Instruction, the Dean will provide administrative oversight to direct, organize and manage division wide educational planning and program development for the Student Success/Tutorial Center, Library Services, Distance Learning staff, and other support programs.  By establishing a common mission, this Dean will create a dynamic team of faculty and staff that will serve the entire OCC campus and promote communication between all of the campus academic divisions that it serves. Within this Dean's responsibility are Library operations, the campus tutorial center (Student Success Center), the Honors Program which offers enrichment opportunities for students,  staff support for large lecture halls, oversight of the Basic Skills Initiative, and the Instructional Innovation/online education support team who provide LMS training.   In the unique role as an academic Dean with programs that serve the entire campus, this Dean will work with instructional divisions,  student services, finance and educational resources to achieve institutional goals.

Qualifications

Minimum Qualifications:
  • Must meet one of the following qualifications under (a) through (c):
  • Possess the California Community College Credential authorizing administrative service at the community college level.
  • Possess a Master's degree from an accredited institution AND one year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment.
  • A combination of education and experience that is at least the equivalent to the above.

Conditions of Employment

PAY PHILOSOPHY:


  • Starting salaries for academic positions are based on a combination of education and experience. Initial placement is within the starting salary range. Further advancements are based on longevity and professional development. An additional annual stipend is offered for possession of an earned doctorate from an accredited institution.
