JOB DESCRIPTION
Under general supervision, establishes, explains, implements, and oversees departmental policies and procedures for assigned division within the Main or Branch of the City's Public Library System.
An example of duties include but are not limited to the following tasks:
Responsible for selecting all materials related to fiction, nonfiction, newspapers, and periodicals for adult and young adult services.
Participates in the hiring process, train and establishes work schedules, delegates work assignments, and evaluates the performance of assigned staff.
Coordinates, organizes, and supervises in-house and off-site programs and activities for adults and participates in publicity, community relations, and special events.
Selects materials related to fiction, nonfiction, newspapers and periodicals, computer services, databases, and reference, and government documents.
Prepares and organizes bibliographies, user guides, displays, exhibits, flyers, and media publicity.
Plans, prepares, reviews statistical and narrative reports and documents to develop a divisional budget.
Identify grant opportunities and completes grant applications to secure funds to support library programs.
Maintains collaborative relationships with community groups, art organizations, and professional library groups.
KNOWLEDGE, SKILLS, AND OTHER CHARACTERISTICS
Knowledgeable of general library policies and procedures, community resources and quality customer service techniques, concepts, and supervision principles, and procedures for coding and cataloging Library materials.
Skilled in working within deadlines to complete projects and assignments, in developing and implementing library programs and services, and in establishing and maintaining productive working relationships with staff, library patrons.
Ability to effectively communicate verbally and in writing in English with all levels of staff, effectively manage and review work activities of others, and to perform essential duties with or without supervision.
Proficient in the use of a personal computer and various operating systems used for Library Management Projects, Microsoft Office, and Windows 10 business environment.
WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS
Work is performed in an office environment. Work may require frequent standing, walking, bending, and lifting up to 25 pounds. May be exposed to repetitive motion and vision to monitor.
MINIMUM QUALIFICATIONS
Master Degree from a four-year accredited college or university in Library & Information Science AND three to five years of progressively responsible experience as a Librarian to include two years in a leadership capacity.
THE EXAMINATION PROCESS
Begins with a complete evaluation of all applications submitted; resumes are accepted but not in lieu of an official City application. Only applicants meeting the minimum qualifications and determined to be "most qualified," as reflected in their application materials, will be invited to participate in the Selection Process for this recruitment.
The selection process shall consist of an academic training / professional experience evaluation and a Qualifications Appraisal Interview (QAI). A Qualifications Appraisal Interview is a technical interview with a panel of subject matter experts designed to evaluate a candidate knowledge, skills, abilities, and experience to perform the essential job functions.
Candidates must pass each test part with a score of 70% or higher to have their names placed on an active eligibility list for this position. The top three ranks on the eligibility list will be invited to interview the hiring authority for selection to the vacancy.
