Summary
This single position class is distinguished by its responsibility for overall planning, fundraising, implementing, maintaining, supervising and directing the County Library's adult literacy program. It is distinguished from the class of Library Reading and Literacy Manager in that the latter specializes in administering the countywide reading and literacy programs including adult literacy, early literacy and other reading and literacy outreach programs.

Policy and program direction is received from the County Librarian and day-to-day administrative direction is received from the Library Reading and Literacy Manager.
Minimum Qualifications
License Required: Possession of a Valid California Motor Vehicle Operator's License.

EducationPossession of a baccalaureate degree from an accredited college or university with a major in education, speech pathology & audiology, psychology, communications, humanities, social science, business, public administration, library science or behavioral science field.

Experience
One (1) year of full-time literacy experience or its equivalent in an adult literacy program or as a certificated teacher or a community program coordinator.

Substitution
Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of four years.

Budget and grant administration
Fundraising strategies and practices
Principles of management and supervision
Nonprofit board development

Ability to:
Evaluate and supervise the work of subordinate staff
Conceptualize and initiate special events and projects
Analyze and interpret data to identify needs and evaluate program effectiveness
Develop and monitor the annual budget, and determine fundraising strategies
Develop and support the nonprofit Board
Typical Tasks
Plan and manage the day-to-day operations of the adult literacy program
Supervise, evaluate and coordinate the work of subordinate staff
Insure the successful implementation of volunteer trainings, student and tutor recruitment campaigns, and major outreach efforts
Establish networking partnerships with other literacy program providers in the Bay Area
Develop and monitor the program's annual budget
Administer all literacy grants
Develop and implement strategic fundraising plan
Create a communications plan that results in high visibility for literacy services in the library and the community
