JOB SUMMARY: Plans,
organizes, and manages the Information Management Division of the Library.
Develops, implements, maintains, and assesses the Department’s technology
strategies and solutions, including the deployment of patron learning
experiences and web presence. Manages the staff responsible for the
acquisition, cataloging and processing of all library materials. Classification
Specification pending Personnel Board approval.
MAJOR DUTIES:
Oversees the selection, implementation, maintenance and
review of information technology systems in the Department including patron
learning experiences and all library
technology.
Selects, manages, supervises, trains and evaluates
professional, technical and support staff.
Interfaces with City’s Information Systems Department (ISD),
including coordinating the work of ISD staff members assigned to the library
and outside service providers.
Serves as a member of the Library’s senior management team.
Coordinates a variety of business transactions with
commercial vendors, publishers, educators, funding sources, service agencies,
and other organizations.
Prepares the division’s budget and coordinates purchasing
and services.
Develops and implements technology plans and strategic
planning including research and development and community assessment to guide
the Department's future directions.
Designs, develops and implements procedures and operational
improvements to enhance effectiveness and efficiency. Analyzes changing library
services needs and develops recommendations for improvements in services.
Ensures that department and division goals are attained in a
cost effective and efficient manner through program evaluation and use of the
best current management techniques and technology in the field.
Develops and implements goals, objectives, special programs
and projects, contracts, and grant proposals.
Represents the department at various government,
professional, and community meetings.
Oversees the development and maintenance of the department’s
databases and web presence as well as maintains gateways to electronic
resources and document delivery sources.
Oversees the acquisition, cataloging and processing of
library materials.
Performs other related duties, as assigned.

Best practices and trends in web design, mobile
technologies, digital catalogs and repositories.
Library systems, emerging library and learning technologies,
and enterprise business technology.
Local and wide area networks including hardware and software
issues.
Public library services, programs and best practices.
Principles and practices of positive customer service.
National and International standards related to libraries.
Budget development and management.
Contract specification development and contract
negotiations.
Library technical services, including acquisitions,
cataloging, and processing for all material formats.
Collection maintenance, database creation and maintenance,
authority control and serials control.
Research, report, and grant writing techniques.
Understanding of cataloging principles and concepts
including, MARC, AACR 2, RDA, LC, Dewey Decimal, ANSCR, OCLC.
Project management principles and their application.
Community assessment and outreach techniques.

emerging technologies.
Lead, Select, train, supervise and evaluate staff.
Establish and maintain effective and cooperative working
relationships with City employees and the general public.
Coordinate activities of the library with various City

Provide excellent internal and external customer service.
Plan, organize, and direct the operation of a library
division.

Education, Training and Experience:
Master’s degree from an American Library Association (ALA)
accredited college or university in Library Science.
Five years of recent, paid progressively responsible work
experience as a professional librarian. At least two of the recent, paid years
of work experience must have included supervisory and management
responsibilities. Experience in a library technology work group is highly
desirable. Completion of a leadership training program similar in content to
The American Library Association (ALA) Leadership Institute or California’s
Eureka Leadership Program is highly desirable.
Licenses and Certificates:
Possession of a valid Class C driver license.
