Salary:   $27.58 - $38.69 Hourly; $2,206.59 - $3,094.94 Biweekly; $4,780.94 - $6,705.71 Monthly;       $57,371.28 - $80,468.46 Annually

Location: Ventura and may require travel throughout Ventura County, California

Description 
Under general direction and primary reporting responsibility to the Support Services Manager, this Systems Administrator position is responsible for development, implementation, support and administration of the Ventura County Library integrated library system (ILS) supporting a variety of services including circulation, cataloging, acquisitions, serials, reports, external interface functions and servers, and public access. The position also oversees network communication and performance.
The ideal candidate will be innovative and flexible; able to exercise independent judgment and take initiative; will have experience supporting library computer systems and networks; will be knowledgeable of database design, and trends in library technology; and will be a dedicated team player with the Library's technology division.

EDUCATIONAL INCENTIVE: 
  • Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% based on completion of an Associate’s, Bachelor’s, or Master’s degree that is not required for the classification.

BILINGUAL INCENTIVE: 
  • Some positions may be eligible for bilingual incentive depending on the applicable memorandum of agreement and the needs of the department. In order to qualify for this incentive, incumbents in eligible positions must take and pass the applicable bilingual fluency examination with a score of seventy percent (70%) or higher. 

Examples Of Duties: Duties may include, but are not limited to the following:
  • Configures and monitors the efficient operation of the System’s Integrated Library System (ILS), including application performance, administration, maintenance, and upgrades to meet library requirements.
  • Researches, analyzes, evaluates, plans, tests, troubleshoots, designs, coordinates and implements all aspects of ILS interfaces and services. Documents and resolves system flaws. Tests and documents optimal practices.
  • Works with vendors for ongoing maintenance, development and support concerning features and functions the library requires to maintain or enhance service.
  • Maintains interfaces between the library's integrated library system and 3rd-party products: self-service checkout, computer reservation systems, and web-based applications that require authentication from the patron database.
  • Monitors performance of applications and plans for future system changes, enhancements, testing, upgrades, capacity, functionality, and features.
  • Documents system maintenance requirements and procedures to handle system service loss.
  • Works closely with County Information Technology Services specialists to maintain and update library’s network.
  • May serve as the technical lead and supervise applications under development by other programming staff.
  • May assist management of department/agency in establishing priorities and planning office automation needs.
  • Performs other duties as required.

Typical Qualifications:
These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING AND EXPERIENCE
  • Extensive experience in automated office systems coordination which has led to the acquisition of the required knowledge, skills and abilities.
  • The required knowledge, skills and abilities can also be obtained by completion of pertinent office systems coursework with four (4) or more years of related experience.

NECESSARY SPECIAL REQUIREMENTS
  • Must currently possess or are eligible to possess by the time of appointment, and maintain thereafter, a valid California driver's license.

DESIRED:
  • Completion of a Bachelor's degree in Computer Science, Information Systems, or other related field.
  • Experience supporting a variety of library services and applications such as circulation, cataloging, acquisitions, serials, and interfaces.
  • Experience supporting an integrated library system (ILS).
  • Experience in systems analysis and programming.
  • Experience leading projects and providing lead supervision to others.
  • Experience implementing and troubleshooting network data communications.
  •  Knowledge, Skills, and Abilities
  • Thorough knowledge of:
  • Modern office procedures and automated equipment;
  • Software programming and systems design;
  • LAN and data communication equipment;
  • Software and hardware products and their use in office automation.

Working ability to:
  • Perform abstract reasoning;
  • Make arithmetic calculations rapidly and accurately;
  • Perform systems maintenance/repairs;
  • Develop independence in the responsible performance of assigned duties;
  • Develop and maintain effective working relations with others;
  • Understand and work with personal business computers in the office environment (e.g. - Windows 7/8/10, MS Office 365, SharePoint);
  • Perform standard analysis and programming tasks for the purpose of automating office procedures;
  • Develop and support the concept of data communications networking of personal office computers in relation to mini- and mainframe computers;
  • Perform complex analysis and design for integrated systems in the office environment; and
  • Provide lead supervision to others.
