JOB DESCRIPTION:
Under general direction, has primary administrative responsibility for the Library Services, Media Services, and Online/Distance Education in the District. Initiates, coordinates, and/or supervises major educational initiatives related to the liberal arts and sciences and to vocational programs, such as developmental education, student learning outcomes, and others as identified.
SCOPE:
The Dean, Learning Resources and Educational Technology has primary responsibility for district-wide administration of Learning Resources programs and planning. This includes all services, programs, and collections provided by the Library, Media Services, and Online/Distance Education including the selection and evaluation of faculty, classified staff, and program budget development and monitoring.
KEY DUTIES AND RESPONSIBILITIES:
Examples of key duties are interpreted as being descriptive and not restrictive in nature.
• Provides leadership and direction for all aspects of Library, Online/Distance Education and Media Services policy articulation and interpretation.
• Responsible for the development and implementation of Learning Resources programs and delivery of services in conjunction with the Instructional Deans.
• Plans the effective utilization of current multisite facilities, under his/her supervision and has primary responsibility for the development of new facilities and off-campus facilities and services.
• Serves on the District Online Committee and coordinates and supervises the online program District-wide.
• Responsible for recruitment, selection, and evaluation of faculty, management, and classified staff.
• Develops and monitors area budgets, and monitors the District budget with regard to departmental book and periodical budgets, and District categorical budget (TTIP).
• Maintains appropriate quantitative measurements, statistical reports, and other records to assess accomplishments and future needs.
• Serves as liaison between Learning Resources and the campus community for the purposes of assessing and planning program services and needs.
• Ensures area compliance with all policies, procedures, labor agreements, state and government regulations to assure that Library, Academic Computing and Media • Services remain current and within professional standards.
• Represents the District in local, regional, and state-wide meetings and committees.
• Serves on standing and ad hoc committees as required.
• Performs other duties as assigned by the Vice President of Academic Affairs/Assistant Superintendent.
• Responsible for the management and distribution of Instructional Equipment budgets to all instructional clusters and Deans.
• Provide leadership and direction for District-wide efforts relating to technology planning and integration.

KNOWLEDGE OF:
• All aspects of Learning Resources including collection development, public services, technical services, media materials and services, and information technologies.
• The role of library information services and instructional materials collections in a community college setting.
• Current library, and media services professional standards and trends.
• Applicable state and federal regulations and laws with regard to copyright compliance, access to services, etc.
• Interpreting and enforcing faculty and classified collective bargaining contracts.
• Program review and evaluation processes.
• Instructional Pedagogy.
• Learning theory and student characteristics.
• Online/distance education environment, issues and best practices.
ABILITY TO:
• Plan, organize and manage a diverse range of services and large, complex tasks, including supervision of assigned staff.
• Relate effectively with a wide diversity of students, faculty, staff and community members.
• Work in an atmosphere of collegial decision-making; demonstrate consensus-building skills.
• Communicate clearly, both orally and in writing.
• Demonstrate sensitivity to, and respect for, a diverse population.
REQUIRED EDUCATION AND EXPERIENCE:
Candidates/incumbents must meet the minimum qualifications as detailed below, or file for equivalency. Equivalency decisions are made on the basis of a combination of education and experience that would likely provide the required knowledge and abilities. If requesting consideration on the basis of equivalency, an Equivalency Application is required at the time of interest in a position (equivalency decisions are made by Human Resources, in coordination with the department where the vacancy exists, if needed.)
Master's degree in Library Science or Library and Information Science or the equivalent, and the ability to meet the minimum qualifications for a current SRJC discipline; and one year of formal training, internship or leadership experience reasonably related to this assignment.

• Salary Range: $9,612 - $10,597 per month (2014/15 Management Salary Schedule); placement is based on assessment of previous experience as documented in application materials. An additional 2% compensation will be added to the base salary for an earned doctorate degree.
• Fringe benefits: The District offers a competitive benefit package which includes health & welfare (medical/dental/vision/life/long-term disability) benefits for employees and eligible dependents.
• Leave/Holiday time: Management employees earn 1 day of sick leave and 1.8333 days of vacation for each month worked. They are also entitled to holidays recognized by the District (14 holidays/year).
