Salary: Level II
- $3,479 - $4,240 Monthly, Level III -$3,844 - $4,686 Monthly
Typical Duties:
May be assigned to a large branch or to supervise a
specialized service. Responsibilities
may include, but are not necessarily limited to:
Level II: Assist
in the planning and direction of youth services, historical collection, social
media, and website; plan, coordinate and implement programs and services for
children, young adults, families, and adults; perform reference work and
provide reader's advisory service; provide effective and positive customer
service; develop promotional and publicity items in writing and online; prepare
reports and correspondence; promote use of the library through community
meetings and the media; give presentations and conduct tours for children,
young adults, parents and educators; attend and participate in workshops and conferences;
evaluate and maintain library collections; order library materials in a variety
of formats; assist in planning and preparing exhibits and displays; assist in
the hiring, training and employee evaluation processes; operate computers and
other types of automated equipment.
Level III: In
addition to all duties listed above for the Level II: Administer services
system-wide for youth or other area (s) assigned; plan, direct and review the
work of professional Librarians and
non-professional library staff, assist with the preparation of the budget;
assist with the selection of new personnel; arrange and conduct training
programs in library policy and procedures for staff members; prepare employee
performance evaluations; meet with and speak to community groups; assist in the
determination of staffing and physical needs for the library and area (s)
assigned; develop and provide new and ongoing programming; make recommendations
on matters of policy related to assigned division; maintain records and prepare
reports.
Employment
Standards:
Education/Experience: Level II requires a Masters degree in Library
Science from an accredited college or university, plus one year of experience
as a Librarian, (equivalent to that of a Librarian I with Tulare County); Level
III: requires an additional two years of experience as a professional
Librarian.
Knowledge of:
Level II: Library materials available for adults and children; basic math;
reference tools and procedures; electronic library tools. In addition Level III
requires: Library policies, procedures, goals, objectives; computer
applications for use in providing library services; social networking
techniques for communicating with the public and providing library services,
math sufficient to assist with budget preparation.
Skill/Ability to:
Level II requirements: Write clear,
concise, grammatically correct reports, correspondence and memos; accurately
and legibly copy information from a written source; ability to lift 25 pounds;
communicate verbally with people of various ages, educational and socioeconomic
backgrounds; use a personal computer; learn new computer programs; learn to use
internet based tools and social media platforms; set priorities, organize work,
and adjust to changes in workload and pressure of meeting deadlines; establish
effective working relationships with other employees; conduct research, collect
and analyze information; follow and give oral and written instructions; plan,
prepare and present material orally to groups; read, interpret and apply
reference and professional information; use patience, tact and courtesy with
the public to gain confidence and cooperation; observe community interests and
library needs; retain, and recall information; explain and interpret technical
terms; implement new policies and procedures; identify technical library
issues/problems and recommend alternatives to resolve them. In addition Level
III requires: Conduct reference interviews to meet the needs of the public;
select books considering patron reading needs; use self-restraint when dealing
with the public, including working with irate or intoxicated individuals; work
and negotiate with community groups and staff to resolve concerns relating to
the library; establish facts and draw valid conclusions; assign, train,
coordinate and motivate appropriate staff members; record information
accurately.
DESIRABLE EMPLOYMENT
STANDARDS
Knowledge of: Level II: Tools and resources to discover
reader interests and community needs; library policies, procedures, goals and
objectives; comparable experiences of libraries in other communities; standard
office procedures and computer software; effective customer services practices;
use of computers/electronic devices as an aide in providing library reference
services and collection development; services and collection development for
children, young adults, or adults; historical and archival practices including
digitization; social media, blogs, and website development as it applies to
libraries. Level III: Personnel practices and procedures; basic library
facilities planning and maintenance, including furnishing and equipment needs
and vendors; innovative library services; develop community resources
effectively; math to provide accurate statistics; basic collection development
and library programming special needs and functions of branch libraries.
Skill/Ability to: Level II: Conduct basic reference interviews
and select materials for the collection; make assessments; conduct research,
collect data, and analyze information; develop better library service and
create cooperation; speak, read, write, and translate Spanish Level III; develop library programs and
services for youth from birth to teens and their parents, including Summer Reading;
assist in the development and implementation of new policies and procedures.

Conditions of
Employment: Possession of, or
ability to obtain, an appropriate, valid California driver's license.
Candidates selected will be required to pass a pre-employment drug and alcohol
screening. Additionally, a background investigation may also be conducted. Some
job classes may also require a physical exam.
