Essential Functions:
- Manages, plans, and oversees the operations of multiple
programs and services in assigned functional area of User Support Services,
including circulation, collection support/technical services, technology, and
web services.
- Manages and participates in the development and
implementation of goals, objectives, policies, and priorities for the assigned
functional area; recommends within divisional policy, appropriate service and
staffing levels; recommends and administers policies and procedures.
- Develops and standardizes procedures and methods to improve
the efficiency and effectiveness of library services, programs, projects, and
activities; assesses and monitors workload, administrative, and support
systems, and internal reporting relationships; identifies opportunities for
improvement and recommends to the City Librarian.
- Manages and participates in the development and
administration of and oversees assigned budgets; participates in the forecast
of additional funds needed for staffing, equipment, materials, and supplies.
- Participates in selection of, trains, motivates, and
evaluates assigned personnel; provides or coordinates staff training; works
with employees on performance issues; implements progressive discipline
procedures.
- Contributes to the overall quality of the division’s service
by developing, reviewing, and implementing policies and procedures to meet
legal requirements and divisional needs.
- Develops and maintains effective working relationships with
colleagues, library support groups, volunteers, and vendors.
- Coordinates and performs administrative work in grants administration and reporting, including researching and evaluating grant funding opportunities relative to assigned programs and services, preparing grant proposals, and reporting on funded projects, programs, and services.
- Prepares and administers contracts for services in assigned
areas; prepares requests for proposal and bid specifications; evaluates
vendor’s performance and compliance with contact terms; recommends extending or
terminating contract.
- Identifies and anticipates changing community needs, library
best practices, and technological advancements; develops and implements plans,
services, and programs to address these changes.
- Assists the City Librarian with special projects including
conducting a variety of organizational studies, investigations, and operational
studies; recommends modifications to programs, policies, and procedures, as
appropriate.
- Attends and participates in professional group meetings;
stays abreast of new trends, innovations, and technological advancements in
library services; researches emerging products and enhancements, analyzes
requirements, and recommends short- and long-range plans to meet City,
division, and customer needs.
- Monitors changes in regulations that may affect operations;
implements policy and procedural changes after approval.
- Serves as a liaison for the Library Services Division with
other divisions, departments, and outside agencies; negotiates and resolves significant
and controversial issues.
- Serves as staff on a variety of boards, commissions, and
committees; prepares and presents staff reports and other necessary
correspondence.
- Participates as a member of the management team and
contributes to the development of Library-wide plans, goals, objectives,
policies, and procedures.
- Serves as acting City Librarian as assigned.
- Performs related duties as assigned.
Qualifications:
- Possess a Master of Library and Information Science (MLIS),
Master of Library Science (MLS), or Master of Science in Library Science (MSLS)
degree from an accredited college or university and six (6) years of
increasingly responsible professional experience in a public library system
including two (2) years of administrative and/or supervisory
responsibility. Experience must include
management of systemwide automation and technology.
- Demonstrate knowledge of administrative principles and
practices, including goal setting, program development, implementation, and
evaluation, and project management; principles and practices of employee
supervision, either directly or through subordinate levels of supervision,
including work planning, assignment, review and evaluation, and the training of
staff in work procedures; organization and management practices as applied to
the development, analysis, and evaluation of programs, policies, and
operational needs of the assigned functional area; principles and practices of
library policies, programs, program planning and implementation, systems
development, and library operational trends and practices; principles and
practices of budget development and administration, contract administration,
and grants management; principles, practices, procedures, techniques, and
materials of professional library work, collection development, and other
professional library services; principles; recent technological, professional,
and societal developments, current literature, and sources of information
related to library services; practices of researching planning and design
issues, evaluating alternatives, making sound recommendations, and preparing
and presenting effective staff reports; applicable Federal, State, and local
laws, regulatory codes, ordinances, and procedures relevant to assigned area of
responsibility; modern office practices and technology, including personal
computer hardware and software applications related to the work; English usage,
grammar, spelling, vocabulary, and punctuation; techniques for effectively
representing the City in contacts with governmental agencies, community groups,
various business, professional, educational, and regulatory organizations, and
the public; techniques for providing a high level of customer service by
effectively dealing with the public, vendors, contractors, and City staff.
- Have the ability to recommend and implement goals,
objectives, and practices for providing effective and efficient services;
administer complex, technical, and professional library services programs in an
independent and cooperative manner; plan, organize, assign, review, and
evaluate the work of staff; train staff in work procedures; evaluate and
develop improvements in operations, procedures, policies, or methods;
contribute to the strategic and administrative leadership of the Library
Services Division; prepare and administer assigned budgets; demonstrate
specialized experience or expertise in a relevant area such as technical
services, collection development, information technology, and related library
programs and services; research, analyze, and evaluate new service delivery
methods, procedures, and techniques; prepare clear and concise reports,
correspondence, policies, procedures, and other written materials; analyze,
interpret, summarize, and present administrative and technical information and
data in an effective manner; interpret, apply, explain, and ensure compliance
with Federal, State, and local policies, procedures, laws, and regulations;
conduct complex research projects, evaluate alternatives, make sound
recommendations, and prepare effective technical staff reports; effectively
represent the division and the City in meetings with governmental agencies,
community groups, and various businesses, professional, and regulatory
organizations and in meetings with individuals; react tactfully and
diplomatically during interactions with staff, the public, community groups,
etc. while appropriately adhering to and enforcing sound library policies,
procedures, and practices; maintain a strong service orientation and a
demonstrated dedication to quality customer service; operate modern office
equipment including computer equipment and specialized library services
software applications programs; organize and prioritize a variety of projects
and multiple tasks in an effective and timely manner; organize own work, set
priorities, and meet critical time deadlines; use English effectively to
communicate in person, over the telephone, and in writing; make sound,
independent decisions within established policy and procedural guidelines; use
tact, initiative, prudence, and independent judgment within general policy,
procedural, and legal guidelines; establish, maintain, and foster positive and
effective working relationships with those contacted in thecourse of work.
- A valid driver's license.
